    Vacancy - Investigator

    Applications are invited from experienced professionals to undertake the position of Investigator on a 12 month contract basis.  Working as part of a small team based in Ascot, this position has responsibility for maintaining and enforcing the industry’s integrity standards and for ensuring racing in WA is free of corruption or malpractice in the three codes of racing (Thoroughbred, Harness and Greyhound), wagering and administrative areas.

     

    Ideally applicants will possess:

    ·         Sound investigative experience and case management

    ·         Knowledge of Statutory Laws of WA

    ·         Demonstrated ability to use initiative, discretion and judgement to manage and resolve racing issues

    ·         Extensive experience working at a senior level in a law enforcement position or similar regulatory role in the capacity of an investigator

    ·         Experience in giving evidence in formal proceedings with regard to investigations.

    ·         Ability to effectively work within the boundaries set by statutory bodies and other regulations

    ·         Relevant qualification in investigation competencies, criminal intelligence, policing or equivalent

    ·         Sound report writing and computer skills

    ·         Knowledge of the racing industry and wagering would be beneficial

     

    Candidates should be aware that this position entails significant evening, weekend, public holiday and out of standard hours work, plus intrastate travel. A vehicle is provided for contributory private use as part of an attractive salary package.

    I can see he has had 9 winners from 52 starters in Malaysia.
    Is he just able to keep training while the inquiry goes on ? Is there an inquiry or are are they looking to employ someone to begin an enquiry ?

    winging his way back right now to face the music on the 17th.Is gone.Malaysia said as he has not been found guilty of anything he could keep training till he fronted stewards.They are a good pair crooks and spineless.it will be intersting the litigation being launched against singapore trainer who they say never paid for horses yet he says he paid

    Good read in todays paper got a feeling he will wriggle his way out of this but whatever happens mud sticks i cant see any owners knocking on his door the bloke might have to start sleeping with 1 eye open

    interesting to see the owner was never paid his 6.5k for his half share in Straleta.The owner in Malaysia was just as interested to know why he paid 25k for the same half share.

    This is one crazy case the best thing would be for Malaysia to ban him aswell till the inquiry is over

    Malaysia will nto do that.Even if they do disqualify him they will just be transferred to Sukri and he will Ali Baba.Malaysia have not interest in following rules or international protocols.They will say it was ok for Chris Munce to be allowed to ride.That is why there racing is so corrupted.THey have cut 40% of there races next year to  6k aussie.

    M E D I A R E L E A S E

    Thoroughbred – Update Stewards Inquiry – Trainer Shane Edwards

    On Wednesday, 17 July 2013 RWWA Stewards commenced an inquiry into a report from
    RWWA Principal Investigator Mr Phil O’Reilly in relation to the export from Western Australia to
    Singapore, transfer of ownership and bonafides of a number of horses formerly trained by Mr
    Shane Edwards between 2008 and 2013.

    The inquiry was conducted over the course of two days where evidence was taken from
    numerous persons, including;

    Trainer Mr S Edwards, RWWA Principal Investigator Mr P O’Reilly, Mr P & Mrs V
    Eathorne (Owners), Ms D Kennedy (Owner/breeder), Mr L Kennedy, Mr P Spackman
    (Owner), Mr J Wason (owner), Mr N Laskey (Singapore Steward), Mr Desmond Koh
    (Singapore Trainer via telephone)

    Video records of interview were also viewed during the inquiry from;
    Mr D Koh
    Mr S Edwards
    Mr M Arrowsmith (Stud Master – Aintree Park)
    Mr B Fisher (Owner)

    At the conclusion of proceedings on Thursday 18 July, Mr Edwards advised that he was
    committed to return to Malaysia at 6.30am the following day. The inquiry was still to hear from
    other persons associated with the subject matter. Accordingly the inquiry was adjourned to 21
    August 2013, with such date being the first available date of both Mr Edwards and his counsel.
    An application to remove the previous application of Local Rule 10 including the suspension of
    Mr Edwards’s trainer’s licence made by counsel for Mr Edwards was refused by the Stewards
    and remains in force as previously advised.

    The scheduled resumption of the RWWA Stewards inquiry today, last conducted on 17 July 2013, into the report from RWWA Principal Investigator Mr Phil O’Reilly in relation to the export from Western Australia to Singapore, transfer of ownership and bonafides of a number of horses formerly trained by Mr Shane Edwards between 2008 and 2013, did not proceed as Mr Edwards did fail to appear.

    Stewards were notified by solicitors acting for Mr Edwards at 5.34pm yesterday that he would be appearing unrepresented.
    At 9.20pm last night, Mr Edwards emailed the GM Racing Integrity to advise that due to personal reasons that had arisen at short notice, he would not be attending the inquiry.

    A hearing was conducted today via telephone link with Mr Edwards with regard to his non-appearance.
    After considering Mr Edwards submissions, pursuant to AR175(f), Stewards determined to disqualify Mr Edwards forthwith for failing to attend the inquiry as directed.

    In applying this disqualification the Stewards noted:

     The matter has a protracted history having commenced on 23 January 2013 where he was first required to submit to an interview with the RWWA Investigator which did not take place until 22 February 2013. 

    That a previous inquiry date of 22 May 2013 was also deferred at short notice. That the date of 21 August 2013 for the resumption of the inquiry was determined to accommodate Mr Edwards and his counsel.

     There was no evidence available of pre-existing flight bookings to confirm an intention to travel to Perth for the inquiry. 

    That in the best public interests of the racing industry, this matter needed to be progressed in a timely fashion.

     That the Stewards had already taken action under Local Rule10 to suspend his trainer’s licence, albeit that this has not been reciprocated by Malaysia where Mr Edwards continues to be actively involved as a trainer.

    The disqualification shall apply until such time as he attends in person at a resumed inquiry on a date to be determined.

    So from that can you then surmise that Shane Edwards is banned worldwide, albeit in those jurisdictions that recognise the Australian Rules of Racing until he attends the formal Stewards inquiry ?

    The integrity of Malaysian Racing is greatly called into question for them not being reciprocated.

    He did train two of my biggest priced winners Guest Wing @ 100/1 and Eight Till Late @ 200/1 .
    But I am happy to see a DQ next to his name, and I suspect he may never return to Oz.
    That has to be a good thing for Perth Racing :D
    But what about the owners who have done their cash with him! Surely there is a possibility of criminal charges ?

    If he does get the penalty, wouldn't that mean his visa would cancelled and he would have to come home to face the music or travel the world like mister hobby ?????

    dont think that RWWA penalties are that powerful. If he has a license to operate in Malaysia that would be good enough to keep his passport..RWWA isn't law...although they do occassionally come across as a law unto no other!!!
