    Thoroughbred stewards’ inquiry – Training Partnership Grant and Al ana Williams
    (STARRY HEIGHTS)
    The Racing Penalties Appeal Tribunal (RPAT) today heard submissions in relation to the Notice
    of Appeal filed by Grant and Alana Williams on 5 February 2026.
    The appeal seeks to overturn an order made by Racing and Wagering Western Australia
    Stewards to suspend their training licences (‘Suspension Order’) under Local Rule 22, pending
    the determination of a charge under Rule 240(2).
    On 16 February 2026, RPAT granted a stay of the Suspension Order, which was due to expire
    at 4.00pm today, 10 March 2026.
    Following today’s submissions, RPAT reserved its decision and extended the stay to continue
    until the determination of the appeal.

    What it means is that the three person Racing Appeals Tribunal took submissions from the appellants (lawyer) and the Stewards and reserved their decision. They will deliberate further.

    Meanwhile the stay against the invocation of rule 22 that was granted on February 16th and which was due to expire today, has been extended until they conclude their deliberations. They are free to keep training until then.

    Pretty standard procedure I would have thought, and perfectly clear..

    So they could be stopped from training as soon as the Appeals tribunal hands down its decision or be allowed to train until a verdict on their charges is arrived at.

    If RPAT upholds their appeal against the invocation of rule 22, that would automatically free them up to continue training until the charges laid under rule 242 are determined.

    If RPAT dismiss the appeal against rule 22, then their licenses are once again on hold (can't train) until the 242 breach charge is determined.

    Racing WA Stewards’ have advised that it is their intention to proceed to hear the matter on a
    date to be determined no later than 29 May 2026, and that any expert report(s) intended to be
    relied upon should be filed by no later than 12 May 2026.

    the Stewards’ suspension of their training licences, pursuant to Local Rule 22 remains pending,

    Meanwhile owners who have trainers who have not done anything wrong have their results and potential prizemoney affected by parties who could have been found guilty months ago.

    This saga is ridiculous if that is the case. 4 months after the original charge and still no finding. Stewards looking exceedingly weak if this drags on. Tail is wagging the dog here.

    Little wonder Williams' are dragging this out- MASSIVE volume of horses trialling recently - they are going to kill the pig whilst they can string it out as long as possible.
    In the meantime they will make the stewards look like they are their b!tche$ by continuing to get stays.
    Back in the day the stewards were something to be feared. Not anymore it seems

    Perhaps they should offer reduced sentences for early guilty pleas? At least that way, you'd only fight it if you were actually innocent instead of playing silly buggers.

    Perth racing an absolute laughing stock. How is this still on going ? A horse in their care which broke down and was euthanised tested positive to a category A banned substance . What am I missing ?
    Whilst this is being dragged out they are cashing in on all the stake money whilst they should be suspended . Wonder if any owners or trainers will sue when it all finally gets sorted and they cop their 2 years . As they should have been suspended already

    banned and prohibited substances in blood and urine are specifically set at a level high enough such that there can be no reasonable doubt that the level of the substance prohibited meets that which would be deliberately administered for the horse to gain a competitive advantage.

    This is done to eliminate the "accidental/incidental" administration defence.

    It is not physically possible for a horse to test positive for the metabolised ritalin by being touched by someone taking the medication, nor by accidentally ingesting a single human sized tablet.

    In effect, there is no doubt that the horse has been deliberately administered ritalin for performance enhancing purposes when the results come back positive when a threshold has been set in such a manner. This is what has been done with cobalt in the past previously.

    Best trainers in WA and they’ve already suffered enough with all the negative publicity. Hope they only get a fine. This would never have happened over East. They would have copped a fine and moved on. All the other trainers hoping they get disqualified are just jealous because they don’t train as good. With drug testing being far more refined now, there will be more positive swabs to come to human medications. Grant and Alana are swabbed more than any other trainers due to their results so how come this is their first positive?

    10i do recall 2 previous stable foremans ttaking the blame and both were disqualified
