Whip it to win boys, it won't matter if you break the rules

Seems that the penalties aren't a deterrent for the whip rule still... two races won yesterday with the jockey way over-doing it and they get lobbed with very weak fines. Paul Harvey has been suspended for it before yet only gets a fine for a very blatant display of not giving a single cluck. Knuckey also at it. Before any of you get on here saying "it doesn't make a difference" blah blah blah I don't wanna hear it- this is about the stewards not doing their best to ensure (a) abide by the rules and (b) a fair and even contest.

Race 6. Jockey P Harvey (BRUTUS MAXIMUS): $750 - AR132(7)(a)(i)&(ii)
for using his whip on five additional and consecutive occasions prior to
the 100m. When considering penalty, Stewards took into consideration
the totality of Mr Harvey’s whip use, his recent record in relation to these
Rules and that he had won the race. Further Mr Harvey was advised that
should he reoffend under these Rules in the near future, it would be
likely that a suspension from riding in races would be considered.
Race 8. Jockey P Knuckey (PRETTY FRIAR): $500 - AR132(7)(a)(ii) for
using his whip on five additional occasions than permitted prior to the
100m. When considering penalty, Stewards took into consideration the
totality of Mr Knuckey’s whip use, his recent record in relation to this
Rule and that he had won the race. Further Mr Knuckey was advised that
should he reoffend under this Rule in the near future, it would be likely
that a suspension from riding in races would be considered.

    Stated that they took into consideration, that they won the race. Can't figure out if the stewards view that as a good thing or a bad thing when considering the penalty?
