Whip rules in South Australia - are there any?

Has anyone noticed how drivers in SA have no worries about belting their horses like the old days.

I thought the new whip rules were supposed to be Australia wide?

    You are right Lick.

    Like most rules they are supposed to be uniform throughout all states but that isn't the case.

    They are desperate in South Australia and for good reason. Successive Govt's have crippled the industries.
