      <description><![CDATA[<div>Wednesday, 15 May 2013</div><div>MEDIA RELEASE</div><div><br /></div><div><span>Following a plea of guilty to the charge issued on 4 April 2013 by Trainer Mr K. Nolan, under Harness Rule of Racing 190(1) &amp; (2) where the particulars of the charge were that as the licensed trainer of OUR UNIVERSAL RULER NZ, he presented it to race in Race 1 at Gloucester Park on Friday, 22 March 2013, with the prohibited substance alkalinising agents, evidenced by a concentration of TCO2 in excess of 36.0mm/L in plasma, the matter was adjourned in order for Stewards to deliberate on the question of penalty.</span></div><div><span><br /></span></div><div>The Stewards have now completed their deliberations on penalty and have determined to impose a disqualification of 3-years effective immediately.</div><div>In regards to penalty the Stewards took into account: Mr Nolan’s personal circumstances. The seriousness of the offence. The nature of the prohibited substance, being classed as potentially performance enhancing. The levels in this case reported by the ChemCentre as being 38.1mmole/l. That this was Mr Nolan’s fourth offence relating to TCO2, with his most recent previous offence occurring in October 2008.</div><div><br /></div><div>In addition, acting under the provisions of Rule 195, OUR UNIVERSAL RULER NZ has been disqualified from finishing second in Race 1 at Gloucester Park on the 22nd March 2013 over 2130M with placings to be amended as necessary, with relevant implications to stake monies to apply.</div><div><br /></div><div>Media Contact: Denis Borovica – General Manager Racing Integrity Ph: 9445 5427 denis.borovica@rwwa.com.au</div>]]></description>

<p>A Commission of Inquiry into <a title="Queensland racing" rel="nofollow" href="http://www.australianracinggreyhound.com/category/australian-greyhound-racing/queensland-greyhound-racing">Queensland racing</a>,<br /> just announced by the state’s attorney-general, represents the fourth <br />such examination of racing in recent years. Running it will drag $3 <br />million out of the state coffers, money which otherwise would be better <br />spent fixing racetracks and promoting <a rel="nofollow" href="http://www.australianracinggreyhound.com/australian-greyhound-racing/coursing-greyhound-racing/two-new-stars-ignite-virginia-coursing/17053">new</a> business, or paying out some of the $10 million promised to greyhounds following the resumption of the <a rel="nofollow" href="http://www.australianracinggreyhound.com/australian-greyhound-fields/group-and-listed-racing-fields/group-2-fields/bulli-gold-cup-final-sunday-30th-may-2010/22319">Gold</a> Coast track. It follows an unfavourable report by auditors into the alleged failure of the previous <a title="administration" rel="nofollow" href="http://www.australianracinggreyhound.com/category/australian-greyhound-racing/administration">administration</a><br /> to put numerous construction jobs out to tender, and to excessive <br />payouts to former employees, two of whom then went to work for the <br />contractor in question. The process used to select a preferred <br />broadcaster has also been strongly criticised for lack of transparency.</p>
<p>Queensland has also wasted hundreds of thousands of dollars on consultants drawing up plans for two new <a rel="nofollow" href="http://www.australianracinggreyhound.com/australian-greyhound-racing/greyhound-betting-australian-greyhound-racing/greyhound-roulette/36402">greyhound</a> tracks at Logan and Deagon, neither of which have gained approval. Another million is mooted for plans for a new dual <a href="http://www.australianracinggreyhound.com/tag/code" rel="tag nofollow" title="Posts tagged with Code">code</a> complex at Ipswich. <br /></p><p>But take a look at the other states.</p> 
<p>Last year the Victorian parliament delved into <a href="http://www.australianracinggreyhound.com/tag/misconduct" rel="tag nofollow" title="Posts tagged with Misconduct">misconduct</a><br /> by greyhound officials betting on their own races – something which <br />followed similar problems amongst staff in at least one raceclub. <a href="http://www.australianracinggreyhound.com/tag/racing-victoria" rel="tag nofollow" title="Posts tagged with Racing Victoria">Racing Victoria</a><br /> and its consultants also opposed, with little justification, the RNSW <br />move to charge betting operators fees based on turnover, a policy since <br />endorsed by the High Court. RV has had to pull its head in, and is now <br />counting the extra cash.</p>
<p>Canberra racing people, like RV before it, <a href="http://www.australianracinggreyhound.com/tag/set-up" rel="tag nofollow" title="Posts tagged with Set Up">set up</a><br /> its own inquiry and also adopted the same Productivity Commission-based<br /> errors which favoured the share of gross profit option for racefield <br />fees. All the above folk had ample and detailed warning about their <br />faulty reasoning, including from this writer.</p>
<p>Before that NSW had a barrister look into how racing organisations <br />were structured. That almost guaranteed an examination of the fine <br />points of the law rather than the underlying purpose and performance of <br />racing boards. Admittedly, that was a periodic requirement under <br />legislation but it also followed a revamp of organisational structures, <a rel="nofollow" href="http://www.australianracinggreyhound.com/australian-greyhound-racing/victorian-greyhound-racing/grv-re-iterate-their-decision-to-close-wangaratta/14427">re</a>-combining<br /> two greyhound boards, and was succeeded by an overdue change of tack in<br /> selecting board members with no direct affiliation with raceclubs <br />(although all current members have previous experience with local racing<br /> organisations).</p>
<p>At the NSW gallops, the newly created job of CEO to <a href="http://www.australianracinggreyhound.com/tag/racing-nsw" rel="tag nofollow" title="Posts tagged with Racing NSW">Racing NSW</a><br /> was advertised in the Financial Review, amongst other newspapers. The <br />following morning the appointment of the current occupant was announced.<br /> Hmmm. RN is the major beneficiary of the commission cross-subsidy from <br />NSW greyhounds and refuses to budge on a proposed change to the ancient <br />agreement. Also in NSW, a candidate for an unpaid job on the committee <br />of the AJC (now ATC) placed his own feature ad in the same Financial <br />Review. Hmmm again.</p>
<p>The SA Racing Minister commissioned an independent inquiry into <br />governance in that state following reports of vote rigging at the <br />gallops (also in regard to spots on the committee). It also uncovered <br />widespread conflicts of interest in the harness field.</p>
<p>SA greyhounds are running on an even keel, its controlling board <br />being almost wholly independent. Even so, its progress is questionable. <br />In its last annual report, the chairman was quick to congratulate itself<br /> on an increase in betting turnover but failed to mention that it was <br />also running more races. Hardly a full disclosure. Still, unlike NSW, it<br /> has been able to negotiate an improved share of betting commissions.</p><p>Tasmania has also re-jigged its racing organisations, putting <br />everything directly under the control of a single government <br />instrumentality, including the management of race meetings, with clubs <br />relegated to an even lesser advisory role than they had before. <br />Unfortunately, the state is struggling and still losing money in large <br />amounts, resulting in more questions in parliament. Finances have not <br />been helped by the enforced switch from Tabcorp’s Supertab to the much <br />smaller Tatts pools. This followed the latter’s buyout of the local <br />government-owned Tastote, which itself was near profit-less after giving<br /> away huge discounts to big professional punters. (One such punter was <br />able to build the renowned $250 million Museum of Old and New Art on <br />Hobart’s outskirts, now Tasmania’s biggest tourist attraction).</p>
<p>The WA dual management system – <a href="http://www.australianracinggreyhound.com/tag/rwwa" rel="tag nofollow" title="Posts tagged with RWWA">RWWA</a><br /> controlling tri-code policy and finances and GWA running greyhound <br />races – did not fare well under the revised racefield fees system and is<br /> under some financial pressure. Its Racing Minister (since removed) made<br /> a schoolboy error in trying to ban <span><a href="http://www.australianracinggreyhound.com/go/sportsbet/" rel="nofollow" target="_blank">Betfair</a></span>, a move which apparently had support from one or more codes. The High Court quickly put a stop to that.</p>
<p>Everywhere, states are saying what good fellows they are by diverting cash to <a title="breeding" rel="nofollow" href="http://www.australianracinggreyhound.com/category/australian-greyhound-racing/breeding">breeding</a><br /> incentives and low grade distance racing yet not one has ever bothered <br />to audit the effectiveness of these programs. These are ideas that may <br />have some validity but we still don’t know if the punters who provide <br />that cash are seeing a good return on their investment – or any return <br />at all. Probably not.</p>
<p>And now we have the current Queensland government taking potshots at <br />the previous Labor-appointed Racing Queensland organisation (with some <br />justification) due to alleged improprieties. However, the new Queensland<br /> practice of insisting on appointing insiders to its many racing boards <br />is likely to prove a huge barrier to progress – it’s a system which has <br />been tried and failed. A public company would attract sanctions for <br />doing that.</p>
<p>The chairman of Greyhounds Australasia, in a speech to Racing <br />Ministers last year, claimed we were looking at a profitable and growing<br /> industry when his own statistics show that <a title="breeding" rel="nofollow" href="http://www.australianracinggreyhound.com/category/australian-greyhound-racing/breeding">breeding</a><br /> has declined over the last decade while any extra money through the <br />till has come from new bottom level meetings which attract only mug <br />gamblers and from improved commission splits from some kindly <br />governments. Turnover at premium meetings has actually declined. GA <br />meetings are secretive with agendas and outcomes unknown except for the <br />occasional media release of veterinary-related matters.</p>
<p>All this is occurring in a climate where product quality and racing’s<br /> share of the gambling market is falling and where nothing is being done<br /> about either. Indeed, in <span><a rel="nofollow" href="http://www.australianracinggreyhound.com/" target="_blank">Greyhound Racing</a></span>,<br /> more and more slow dogs are being encouraged to join the work force to <br />fill TAB-created slots, while the code refuses to study the science of <br />track design, relying instead on an amateurish “she’ll be right” <br />philosophy, and persevering with disruptive tracks..</p>
<p>Please add all these up. They say that racing is in a permanent state<br /> of conflict, dissention, confusion, obfuscation and mismanagement. They<br /> say that it is not set up the right or best way. They say that we <br />should go back to scratch, start again, and establish a system that can <br />better compete in the modern world</p>
<p>There is only one group that can start that ball rolling – the Racing<br /> Ministers Council. If they want to create a more efficient industry, <br />better satisfy public demand, and give their Treasurers and the public <br />more taxes to play with, they must embrace major reform, starting with <br />the establishment of a <a href="http://www.australianracinggreyhound.com/tag/national" rel="tag nofollow" title="Posts tagged with National">national</a> betting pool. Will they have the courage to do that? Let’s hope so.</p>
<p>This is what should be on the front pages. The Singleton-Waterhouse episode is peanuts by comparison.</p>]]></description>

      <description><![CDATA[After an outstanding "true" Inters last year at GP, what have we got this year. <br /><br />Change is good, but not everytime.<br /><br />If Quinnie wasn't in it (praise the Lord he is) would anyone over here give a toss. It would otherwise just be another "free for all".<br /><br />Time may prove me wrong, but they have f##ked with tradition, rather than persevere with toughest pacing comp of the year.<br /><br />And it is going to be spectacular on the 1600 metre circuit at Menangle - I think not.       <description><![CDATA[Wednesday, 6 March 2013<br /><br />MEDIA RELEASE<br /><br />Harness– Stewards Inquiry – Trainer J Keys<br /><br />RWWA Stewards today concluded an inquiry into the conduct of Trainer/Driver Mr Jason Keys, towards Harness Trainer/Driver Mr S. Loone and Trainer Mr N. Keily at Albany on Friday 18 January after the running of Race 5, the Albany MS Cup.<br /><br />Evidence was heard from RWWA Steward Mr. G. Franklin, Trainer Mr N. Keily and Trainer/Driver Mr S Loone.<br /><br />Trainer/Driver Mr. J Keys subsequently pleaded guilty to three charges issued under Harness Rule of Racing 231(1) and was penalised as follows;<br />Fined $500 for a breach of HRR231(1) with the particulars of the charge being that after the running of Race 5 at Albany on 18 January 2013, Mr Keys did make threatening comments to Driver Mr S. Loone on the track. Fined $500 for a breach of HRR231(1) with the particulars of the charge being that after the running of Race 5 at Albany on 18 January 2013, Mr Keys did behave in an intimidatory manner towards Driver Mr S. Loone in the stall area. Drivers Licence suspended for 6-months and fined $1,000 for a breach of HR231(1) with the particulars of the charge being that he assaulted trainer Mr. N Keily after the running of Race 5 at Albany on 18 January 2013 in the stall area by pushing him and causing him to make contact with a pole.<br />Pursuant to HRR256(5) the Stewards determined to suspend $1,000 of the total of fine imposed against Mr Key’s for a period of 12-months, on the condition that he not reoffend in a similar fashion.<br /><br />In determining the penalties issued Stewards took into account; Mr Keys’ forthright and candid manner and full acknowledgement of the offence which enabled the inquiry to be completed in a timely and efficient manner. Mr Keys’ genuine regret for his actions and subsequent attempts to make amends, including seeking anger management assistance. Mr Keys’ overall record in relation to behavioural related matters. The negative image such actions cause and the need for deterrence both general and specific.       <description><![CDATA[While cleaning out my garage on the weekend I happened to stumble across some old racebooks from the halcyon days of GP in the 80's. Funnily enough the one that caught my attention the most was from the 85 NYE meeting with my great namesake running around that night. Looking at some of the drivers names brought back some memories &amp; was wondering if anyone knew of what they are doing these days as I dont think they are involved in the industry these days. These include Peter Schrader, Haydon Fisher, Graham Smith, Geoff Marriott, Lou Austin, Barry Perkins  amongst others? Unfortunately some have passed away from those days including the great Phil Coulson, Jim Schrader, Ross Keys etc but  would certainly appreciate if anyone knows what the other drivers are up to these days.       <description><![CDATA[Monday, 11 February 2013<br />MEDIA RELEASE<br /><br />Harness – Stewards Inquiry - Trainer B McIntosh – OUTSTANDIN NZ<br /><br />On Tuesday, 7 February 2013, RWWA Stewards resumed the inquiry adjourned on 6 December 2012 to hear submissions in defence of the charge issued under HR 190(1) against Trainer, Mr B McIntosh, with the particulars of the charge being that he presented OUTSTANDIN NZ to race in Race 7 at Gloucester Park on 19 October 2012 with the prohibited substance alkalinising agents, evidenced by a concentration of TCO2 in excess of 36.0mm/L in plasma.<br />Mr McIntosh had pleaded not guilty to the charge at the inquiry on 6 December 2012 and was granted an adjournment in order that he avail himself of expert assistance with regard to the evidence presented.<br />Further evidence was taken at the resumed inquiry from RWWA Industry Veterinarian Dr J Medd, Manager of Racing Analytical Services Victoria Mr D Batty, (via telephone linkup) and Veterinarian Dr A McGregor, in addition to submissions in defence of the charge made by Mr B McIntosh.<br />At the conclusion of submissions the inquiry was adjourned to enable Stewards to consider the matter.<br />Following deliberation, Stewards determined to find Mr McIntosh guilty as charged.<br />The inquiry is now scheduled to resume on Monday 18 February 2013 in order to hear submissions on the question of penalty.<br /><br />Media Contact: Denis Borovica – General Manager Racing Integrity Ph: 9445 5427 denis.borovica@rwwa.com.au]]></description>

      <description><![CDATA[Heading down the road to Busso for Cup Night, will be windy (that's a given), but always a great night there. Sky coverage is good to see as well.<br /><br />Here's some tips<br /><br />Race 1 - Lampard - should win easily<br /><br />Race 2 - Telham Lane, Three Deep Pockets<br /><br />Race 3 - Rusty Rockets, Lost Gold<br /><br />Race 4 - Village Livewire, Terrifying<br /><br />Race 5 - Gunner Bromac, Bolshevic<br /><br />Race 6 - The Cup - Intriguing race. Who will lead? That is a huge advantage around Busso, but could be a lot of pressure. Sargent Sonny and Royal Opera (who I think will lead) the ones to beat. Big watch on Roy Bolt, only one start at the stand though, and I don't know how he will handle the small track.<br /><br />Race 7 - I'm Themightymouse, Spring Loaded.<br /><br />You will see me at the hot donut stand at stages during the night, that's a given Looking forward to it.]]></description>

      <description><![CDATA[Got on this guy his last couple of starts after trainer found a problem with him a few weeks back and declared him spot on.<br /><br />Payed very well tonight and trainer was on the money with his judgement and has indicated to a source he's doing somthing (legal) which has improved at least three other horse in his stable.<br /><br />When I heard what his doing I nearly laughed but bingo the proof is in the betting ticket and if his other runners improve like his told my friend they have than this guy has stumbled onto somthing so weird that when I looked into it there's no reason it cannot work.<br /><br />I'll keep you posted on this in the coming weeks.<br />]]></description>
